In our strive to represent the residents of Middelburg and Hendrina, we stand for the following:

  • We aim to be the voice of the residents of Middelburg and Hendrina when it comes to matters of local government
  • We want to defend the residents of Middelburg and Hendrina against abuse by councilors and council officials when the residents require services.
  • We want to instill a culture and consciousness of “LOCAL RESIDENTS FIRST” in both the private and public sector when it comes to matters of employment, contracting and sub-contracting in and around Middelburg and Hendrina.
  • To promote Local Economic Development for the benefit of the residents of Middelburg and Hendrina.
  • We oppose the high rates and taxes that residents are being charged, especially during the time of COVID-19.
  • We oppose the practice of Job Reservations under the guise of cadre deployment.
  • We oppose the prioritisation of outsiders when it comes to employment while our youngsters sit idle without any jobs.
  • We oppose the imposition of leaders on us by outsiders without any consultation whatsoever.
  • We oppose the rife corruption that has set in our council in recent years as it has only served to make out council and residents poorer.
  • We stand for clean and transparent governance.

Our Constitution

CONSTITUTION OF MIDDELBURG AND HENDRINA RESIDENTS FRONT (MHRF)

A) PREAMBLE

We, the resident of Middelburg and Hendrina, recognising:
a) The ever deteriorating service levels offered by our Council to the resident of Middelburg and Hendrina.
b) The increasing levels of corruption in our Council as manifested in the manner in which jobs and tenders are given out.
c) The usurpation of the powers of our Council by both the Regional and Provincial Executives structures of organisations.
d) The increasing levels of poverty in our Towns as a result of unaffordable Municipal rates and taxes and the decline in economic activity leading to high unemployment levels.
e) The increasing side lining of our local people in employment and the allocation of tenders leading to a situation where our town Council has become foreign to us.

B) NAME

Have come together and agreed to found a Resident Organisation to be known as Middelburg and Hendrina Residents Front (MHRF)
The logo and the colours of MHRF are as described in the attached schedule

C) AIMS AND OBJECTS

C.1) AIMS

  • The main aim of this organisation is to give the people of Middelburg and Hendrina a significant, meaningful and effective voice in matters of Council and society in general.
  • To defend the residents of Middelburg and Hendrina against abuse by Councillors and Council officials when the residents require services.
  • -To instil a culture and consciousness of LOCAL RESIDENTS FIRST in both the public and private sectors when it comes to matters of employment, contracting and sub-contracting in and around Middelburg and Hendrina.
  • To strive for the recognition of our Council as an independent Constitutional Institution by higher levels of government and political parties, thereby restoring its status as an authority in its own right.
  • To promote and strive for local Economic Development and job creation.

C.2) OBJECTS

The above aims will be realise by:

  • Fighting for the recognition of this organisation as a legitimate representative body by both public and private institutions operating in Middelburg and Hendrina and by having interaction with them on a regular basis.
  • Petitioning both the public and private institutions from time to time on whatever relevant matter which may be concerning the residents at any point in time.
  • Assisting the residents where necessary and possible in their legal battles with both the public and private institutions operating in and around Middelburg and Hendrina.
  • Participating in relevant community and government bodies where matters affecting the community are concerned like the Local Economic Development Forum (LED).
  • From time to time, organising protest marches to both public and private institutions in order to register concerns of the community at large or a sector thereof.
  • Organising regular seminars and workshops with a view to educating our residents about their rights and obligations in society.
  • Contesting local government elections from time to time.

D) MEMBERSHIP

Membership of the organisation will be open to any resident of Middelburg and Hendrina who is liable for the payment of rates and taxes or whose parents are liable for the payment of such and is above the age of 18 years, provided that a resident who holds an executive position in a political party may not hold any position in this organisation.

  • Organisations, corporates and other associations may become affiliates or associate members of the organisation
  • A Municipal Councillor and a Manager of the Municipality may also join the organisation provided that he/she may also not hold an executive position in this organisation.

E) MEMBERSHIP FEE

  • A membership fee of R 50 will be payable by every ordinary member and R 100 by corporates and R 150 by affiliate organisations and Associations.
  • -The membership of the organisation will be valid for two years and will have to be renewed after every two years.

F) STRUCTURE

The organisation will be structured as follows:

  • A Residents General Conference/ Council/ meeting
  • A Municipal Executive Committee (MEC)
  • A zone with a Zonal Executive Committee (ZEC)

F.1) THE RESIDENTS GENERAL CONFERENCE

  • Will be the policy making body of the organisation and shall be composed of delegates from the various Zones of our Municipality
  • It shall BE convened every two years to discuss and adopt the report of the Municipal Executive Committee (MEC)
  • It shall elect the Municipal Executive Committee (MEC)
  • It shall have the powers to amend the Constitution
  • It shall adopt a program of action for the following two years

F.2) THE MUNICIPAL EXECUTIVE COMMITTEE (MEC)

  • It shall be the highest decision making body in between Residents General Conferences.
  • It shall coordinate the activities of the various zones within the Municipality.
  • It shall be composed of a Chairperson; Deputy Chairperson; General Secretary, Treasurer, Information and Publicity Secretary and all the Chairperson of the various Zones.
  • Shall meet once a month and the quorum will be 50% + 1 of the members.
  • It shall be elected for a period of two years

F.3) THE ZONE

  • The organisation will be divided into Zones and the Zone will be the smallest unit of the organisation.
  • Each Zone will be led by a Zonal Executive Committee (ZEC) consisting of a Chairperson, Deputy Chairperson, Zonal Secretary, An organiser and Five additional members.
  • The Zonal Executive Committee will be elected at a Zonal General Members meeting/ conference which will be convened once every year.
  • The Quorum at the Zonal conference will be 2/3 (two thirds) of the registered members.
  • The main task of the ZEC will be to recruit, organise and mobilise the residents to support activities of the organisation.
  • It shall also be responsible to assist residents with their problems as they arise from time to time
  • The Following Zones will be created and recognised.

  • Zone 2. Vuka, Extension 1,2 and 3 (Nyanyadu)
  • Zone 3. Thembisa, Phumula and Modderfontein.
  • Zone 4. Extension 2, 6 and 8.
  • Zone 5. Extension 4,5 and7.
  • Zone 6. Tokologo
  • Zone 7. Doornkop.
  • Zone 8, Kanonkop and Denesig.
  • Zone 9. Gholfsig
  • Zone10. Aerorand
  • Zone 11. Middelburg Central
  • Zone 12. Mineralia and Extension 18
  • Zone 13. Eastdene and Aloe Ridge
  • Zone 14. Hlalamnandi, Nasaret and Rockdale
  • Zone15. Hendrina Town
  • Zone 16. 2 in KwaZamokuhle (To be identified with residents)

H) DUTIES AND POWERS OF MEMBERS OF THE MEC

H.1) THE CHAIRPERSON

  • He/she shall convene and preside over all meetings of the MEC
  • He/she shall oversee the work of the MEC and that of individual members of the MEC
  • In conjunction with the General Secretary he/she shall mandate members of the organisation to events and meetings to which the organisation is invited.
  • He/she shall be the ultimate spokesperson of the organisation on policy matters and organisational resolutions.
  • He/she shall be an Ex-Officio member of all sub-committees established by the organisation

H.2) THE DEPUTY CHAIRPERSON

  • He/she shall deputise the Chairperson whenever he/she is not available to carry out his/her duties.
  • He/she shall perform any other duty as may be assigned to him/her by the Chairperson.

H3) THE GENERAL SECRETARY

  • He/ she shall be the Chief Administrative officer of the organisation.
  • He/she shall be responsible for the taking of minutes in all MEC meetings and conferences of the organisation.
  • He/she shall be the chief custodians of all documents of the organisation and also be the Chief membership manager for the organisation.
  • He/she shall oversee the work of the Zones and give them all necessary assistance for their work.

H.4) THE TREASURER

  • He/ She shall be the chief Financial Officer of the organisation and be responsible for all organisational funds.
  • He/she shall be the main signatory to the account of the organisation.
  • He/she shall be the chief fund raiser and be the one who authorise and oversees all fundraising activities of the organisation.

H.5) THE INFORMATION AND PUBLICITY SECRETARY

  • He /She shall serve as the organisation’s media liaison officer and the organisation’s spokesperson.
  • He/She shall be responsible for the issuing of all media statements on any development in our town and the organisation and also communicate resolutions of the organisation after meetings of MEC and any lower structure of the organisation.
  • He/she shall oversee the production and distribution of all information and publicity material of the organisation and be the chief editor of any News Letter/ bulletin that the organisation may produce.

I) DUTIES AND POWERS OF THE ZONE EXECTIVE COMMITTEE (ZEC)

  • The Duties and powers of officials at this level will be similar to those of officials at the Municipal level.
  • The organiser will be the main recruiting officer of the organisation and may have a team to assist him/her with his/her duties.
  • The quorum for the meeting of the ZEC will be 50% + 1

J) DISSOLUTION

The Organisation may only be dissolved by the members through a resolution taken by its member’s conference with a 2/3 (Two thirds) majority.
